Head of Information and Communication Technologies (ICT)
We are looking for an experienced professional to lead the ICT department at IIASA. Reporting directly to the Chief Operations Officer, the successful candidate will initiate, coordinate, manage, evaluate and oversee the implementation of innovative technologies for the Institute.
background
The IIASA IT infrastructure is comprised of Linux/Unix and MS Windows systems, data storage and backup systems as well as the necessary networking, internet access and IT security systems (i.e., firewall, WAF, and remote access systems) with the majority of the Institute’s systems physically located in Laxenburg. In addition, various public cloud services are used, in Azure, GCP, and AWS. Generic systems include AD, a Microsoft and UNIX based mailing system, file share services, centralized storage systems, Office365, networking services (Wi-Fi, Firewall, DNS, etc.,), a telephone system, a custom developed ERP system with integrated HR, Finance and other business applications (MIS) and on-premises webhosting service for the Institute’s main website.
The ICT team provides systems administration services for a wide range of generic and research specific ICT systems and services, as well as user support for MS Windows, Linux and mobile-based end-user devices. Additionally, the ICT department provides specific IT services, for scientific and research related work. These include the support and maintenance of hardware and software infrastructure for research related computing needs, e.g., ArcGIS, GAMS, MATLAB, Mathematica, HTCondor, RStudio, and SAS, various database services, e.g., Oracle, PostgreSQL and MySQL, and various IT environments, for running models, and web applications, and for publishing and sharing research related information and datasets. These IT environments support bare metal, containerized (Kubernetes) and virtualized (Hyper-V, VMWare, KVM) workloads.
main duties and responsibilities
- Lead all ICT-related activities for the Institute and manage the ICT department.
- Implement and further develop the ICT plan, in support of the Institute’s strategic goals while continuously striving to identify and establish efficient and effective ICT systems at the Institute.
- Undertake periodic reviews of the ICT system and investigate areas for improvement to align with the needs of management and scientific staff.
- Maintain active awareness and knowledge of new ICT service and product developments.
- Ensure proper and timely planning, specification, procurement and implementation of hardware and software systems.
- Safeguard the availability and security of ICT systems (on-site and cloud-based), including email, file and application servers, domain controllers and other related ICT systems.
- Management of all server configurations and IT systems documentation, ensuring proper maintenance, support, backup and recovery.
- Liaise with suppliers to ensure outsourced services are maintained and implemented as per service level agreements and expectation.
- Continuous transformation and improvement of the operational efficiency of the Institute via the application of appropriate technologies.
- In line with the team spirit that prevails at IIASA, the incumbent may occasionally work on other tasks assigned by their superiors, that might not be directly related to this appointment but where the post holder has relevant experience and skills, and/or a shortage of immediate personnel capabilities requires such.
requirements
- Academic qualification in IT/Computer Science with a several years of experience in a technical management role within the field of IT operations.
- Hands-on experience with
- Enterprise IT architectures, integration, and data management,
- Redundant, highly available and performance-critical IT systems,
- Network administration,
- Windows and UNIX/Linux operating systems,
- Database systems and clusters (Oracle, PostgreSQL, MySQL),
- Monitoring and log analysis,
- APIs and data sharing systems,
- Scripting/programming experience with at least two of the following languages: Python, PHP, Javascript, Java, Powershell, Bash,
- Automation and configuration management systems, like Chef, Puppet or Ansible.
- In-depth knowledge of technical management and information analysis, with experience of applying technology to solve business problems.
- Expertise in data center management and data governance.
- Working knowledge with cloud computing services, and cloud native technologies.
- Excellent communication, interpersonal and report-writing skills in English, and the ability to grasp contemporary developments in ICT, and deal with complex IT issues and questions, and provide solutions.
- Highly team oriented with organizational, leadership, management, resource- mobilization, and decision making skills.
- Experience working in a research environment similar to IIASA advantageous
appointment terms
The selected candidate should be available to take up the position as soon as possible in 2023. We offer an initial fixed-term, five-year, full-time (40 hours per week) employment contract, with the possibility of reappointment thereafter. Eligible applicants wishing to work part-time hours may also be considered.
This position is classified as a ”Professional” level post.
Duties will be carried out at the IIASA premises in Laxenburg, near Vienna in Austria (up to 100 days per year home office working in Austria possible).

- A gross full-time (40 hours per week) annual salary of minimum EUR 85,869.00 which is exempt from income tax in the host country of Austria (subject to the principle of income aggregation), and negotiable, based on the qualifications, skills and experience of the selected individual.
